Are scrapyards good places to find motorcycles on a budget?

Originally I wanted to spend about 2500-3,000 AUD on a motorcycle. But due to unfortunate draconian laws where I live, the cost of even a learner's license for a motorcycle is almost 1,000 (extra 400 when you get your full license) leaving not many options available when you're on a budget of roughly 1,500-2,000. So I was wondering, outside of FB marketplace and used bike-selling websites, if scrapyards may be a good place to potentially find bikes at a decent cost? If so, what should I look out for and to what extent is something easily fixable or cheap to replace? Obviously, if a bike is in horrible condition I don't intend to purchase it and play with my life.

Any other places that are in-person to look for will be excellent. In addition, outside of Honda, Yamaha, Suzuki, are there any companies that are often cheap used? I've heard about KTM and Royal Enfield being on the cost-friendly side, but I have no clue about how reliable their bikes are. Only really looking for something that can last me decently long (3 years at least) as an alternative transport to my car, so most likely I'll be putting a decent amount of mileage on it. Thanks

Now often you can get a decent deal in a scrap yard for motorcycle that doesn't need too much work. They're just motors and frames and tires and any broken parts can be easily fixed as long as the frame itself is not broken. I personally have bought two motorcycles that killed their previous owners. But they were fine with me and I had to do very little to get them roadworthy other than cosmetic crap. But you really want to stick to the Japanese. They're the best made ones. Royal enfield are crap is made in India And there's so many Japanese motorcycles out there. You should be able to find one
