My partner and I are moving from Canada to Texas in March and we are in need of two vehicles. We both need to drive at least one hour to work every day. We are looking into Toyota. Do you recommend we get used or new vehicles? Which vehicles would be the best on mileage? What year would be the best used Toyota Corolla to purchase?

Buy used. You could save a lot of money. I would say a 2017 2018 2019 Corolla sedan with less than 30 40k miles could be a nice price. 2020 models used go more than the new ones and it is a new generation so the issues are not known.
You can save a lot of money buying vehicles that are 1, 2, 3 years old. They can be still like new, but price is thousands of dollars lower.
For Toyota you mentioned Corolla, which is a good choice. There is also the Camry as well. You didn’t mention SUV, so I’ll just stick to those 2. For best years see here:

Sounds like Corolla or Camry would work for you. I've got this feeling that says you'll like the Camry better for some reason. Good cars either way and I would buy used. Those cars can last a long time so purchasing with 40k miles on the odometer is a non-issue.
Just wanted to add that the Corolla Hatches have been fun little vehicles, especially with the standard transmissions.
Used vehicles will certainly cost less, but newer models give you a little more peace of mind and a warranty.
It's your money, and usually you can't go wrong with a Toyota.
