I have a 2010 Toyota camry with 80k miles most of them city miles, the car upshifts a bit rough first to second below 1600 RPM, after that shifts very very smooth.
when downshifting second to first it also feel’s a bit rough.
should i change the ATF fluid?

I would do a drain and fill on the fluid, but no flush. Check it when you drain it to see if you have any metallic shavings in it. You may have an internal transmission issue since it is consistently 1st and 2nd gears.

Yes drain and fill the transmission fluid.

One additional point: Use the OEM fluid, only. Bad things can happen when a third party fluid is introduced.
