Hey Scotty, I have a 2005 Toyota Matrix with 107000 and I got a check engine light with the p0420 code. I hooked up a scan tool and checked the data and I saw that 02B1S1 was reading 3.259 volts. Can it be a bad o2 sensor ?

Check the sensor 2 reading for the O2 sensor.

AFAIK the max possible output voltage of a good O2 sensor is 1.2V, determined by the internal "chemistry" of this sensor type.
