I have done Compression Test on my Rav4 1996 2L Petrol 3S-FE engine

are these numbers are ok or should it be more pressure?
Yes its burning oil, Thats why i do a compression test. Is this compression is enough for this engine? I rebuild the engine due to failure of connecting rod. Changed all piston rings, valve seals all new gaskets etc. But now it burning oil thats why i do commpression test. Its nearly 7000km after rebuild. Overall 172000km
I don't know what factory specification is for compression on that engine. You would need to do a leakdown test to find the source of any lost compression. Rings not seated properly would be a potential problem area.
During the rebuild did you measure the cylinder bores to see if they were within specification? Did you hone them to break up any glazing and yield the desired crosshatch pattern for breaking in the new rings? (It can take quite a while to break those in, especially if chrome-plated rings were used.) Did the new rings have the proper gaps, and oriented properly to stagger the gaps?
Also bear in mind that a compression test does not test the oil control rings. It is possible for one or more oil control rings to be damaged even if compression rings are OK.

They're low. I believe the spec is 142-178 psi or more.. No more then 14 psi difference between 2 cylinders.

Yes. 125 is below. They've worn evenly, but the compression is too low, you're probably burning oil with the compression that low.

As is rebuild the engine and those pressures are after the rebuild. What is the reason for low compression?

It's not bad for a 26-year-old vehicle but obviously there has been some wear. You didn't state the mileage. Is it burning oil? Any other issues? The engine is wearing pretty evenly overall, that's only about a 4% variation between cylinders.
