2008 crown Vic, automatic, 216,000 miles... my speedometer quit working properly (bounces around) and the transmission is shifting at the wrong time. It will be fine going down the road and all of the sudden the speedometer will drop and the transmission will to downshift like it doesn’t know what speed it’s going... I’ve replaced the speed sensor and I left my scan tool at a friends house. Any help? If so it will be greatly appreciated.

Get your scan tool back and scan it for codes. If it's an issue with the OSS's (output speed sensor's) wiring there should be a code.
If it's another issue there should be a code
