I ingerited a 2010 Ford Crown Victoria Police Interceptor with 91K miles, automatic and a few OBDII codes: P0353, P0354 and other minor ones. My family member who gave it to me started messing around with it without my knowledge. He replaced radiator, ac condenser, ac evaporator, radiator fan, EGR and bought a new intake manifold. So it's essentially dismanteld with many front end parts removed. My question is this, what should be my plan going forward to put back together correctly, in proper order and what to check for while doing so. It ran great before he messed with it and now I cannot even tell because he dismanteled it. Any advice would be greatly appreciated!

Well, that wasn't very nice of him. But hey....free parts!!!
I would reassemble it in this order:
A/C condenser
A/C evap
Intake Manifold
EGR
Radiator
Radiator Fan
IMO that would be easiest.
The big things you want to check:
1. All hose clamp connections. Make sure they are tight and nothing is crimped.
2. Make sure you fill up the coolant system correctly, with the correct MotorCraft coolant, and burp the system appropriately. This should be done with the radiator cap off when the car is cold.
3. Verify that the radiator fan turns as it should and that you aren't getting any warning lights on the dash from any vaccum leaks. Double check the intake manifold to make sure it is tightened correctly.
It's really not that bad. Just take your time, don't rush, and double check your work before you fire it up. Make sure you pay attention to the temp gauge. If it starts to float towards hot, shut it down immediately and check for coolant leaks or a loose clamp.
You'll be fine. It just looks worse than it is.
