What does BT-500 Combustion Leak Test Kit do

So the product that Scotty recommends with the blue liquid that turns yellow if there is exhaust gases where they shouldn't be which means your head gasket is failing--

Is this test only to determine if the head gasket is failing or is it also indicative of worn valve seals and/or piston rings?

Worn valve seals or piston rings will not cause exhaust gases to enter the cooling system.

Head gasket only.  It is possible for exhaust gases to enter the cooling system if the cylinder head is cracked but it really doesn't matter because you're going to need a new head gasket to repair it anyway.  99% of the time, if the liquid in the test changes color, you have a blown head gasket.
