I have 2009 Dodge Grand caravan and her head gasket is blown she has 149,000 miles my question is why do private mechanics won't change the gasket and just put in another engine and I have to use the dealer to fix it so is a dealer better than a private mechanic

You may well wind up paying more at the dealer to replace the head gasket than you would for a complete engine replacement at an independent mechanic. Dealership service departments are the most expensive option and not necessarily even the most skilled at repairs.

Probably the reluctance to just replace the gasket on an old vehicle is because you don't know what you're getting into when you open the thing up. The head or block could wind up being warped or cracked or there could be other internal damage aside from the gasket itself.

it's not worth it.

labor is more expensive than parts

Doing the heads is the more expensive route vs replacing with low mileage engine. At least $1,000 more. Doing the heads, you just never know what can of worms will show up in tearing everything apart, and with parts availability/supply chain issues you could be waiting weeks/months for parts. And having work done at the Dealer as already mentioned the most expensive and they'll gladly take your $$$.

I would not fix that on a dodge cause it will just blow out again.  Its a dodge that is what they do.
