Is normal to have 2000 rpm at startup ?

I have a Toyota Corolla 2007 model CE 

Automatic transmission 

My speedometer goes to 2000 rpm every time a turn on the vehicle and I have to wait for it to go down to 1000 rpm it doesn’t go below that. Also I just realized I have an electronic throttle body so there’s no IAC valve to clean. What could it be? Is it normal?. The startup isn’t smooth either.

Clean the throttle body and your MAF sensor.

Your tachometer may be reading high, or your car is idling a bit fast. Could be a dirty throttle plate. This video disagrees with you about IAC valve, but I dunno who is right.
