LED headlights legality?

I think there must be laws that regulate LED headlights. I understand many car makers are giving their vehicles LED headlights and those LED lights are bright but not super bright that can blind you. I've seen plenty drivers who installed LED low beams that had like 10x the power of regular high beams. At night, their LED lights are hazardous to other drivers in front of them or on the opposite lane.

It’s usually the aftermarket installations which are suspect. But, if it’s within the boundaries of the law, there shouldn’t be any issues with the rozzers.

OEM LED lights shouldn’t have any issues whatsoever.

Legal is in the eye of the beholder. DOT used to regulate all vehicle lights to the point that they defined the brightness and color in lumens per foot and degrees kelvin. I remember Sylvania got in trouble selling halogen replacement head lights that had a slightly bluish tint. Sometimes you can't help it. In the case of sealed beams what do you do when they burn out? You have to adapt what's available. Just about any car mod from OEM is illegal in someone's eyes. Head lights especially since they involve safety. For example off road fog lights are not street legal so people turn them off on public roads in New York. If there is no alternative because you can't get the OEM replacement any more then at least you have a defense when you are being fitted with stainless steel bracelets.
