I have a 1999 Chevrolet Silverado LS 5.3 liter truck. The trunk will not start. When you turn the key on to start the dash lights go off. The battery charger 12.9 volts. Can you give me an idea of what to do? I was in the middle of moving and had everything in storage. Now trying to get my apartment set-up and can't cause my truck will not start.

Try tapping the starter a few times. I think the starter needs to be replaced. The tapping might get started.

It sounds like the starter is locked, which is why the lights go off, it's pulling all the current down. Replace the starter.
