The car market in Iran is not normal like the United States that used costs less than new. In Iran car prices have a mind of their own and I'm sure you have noticed that yourself over the years. And again I'm sure you know the options are either Iranian made cars or Chinese brands if you want to buy new. Japanese brands for example your options are used and very expensive. So the general idea of used because it's cheaper does not apply to Iran and to make it worse in many cases new cars have problems that the owner has to get it fixed before being able to drive it without trouble. So what is your budget? Can't you just use taxi services when you're car is being repaired?
