2003 Toyota Camry xle 2.4l, at 163k miles.

The MIL comes on and off and the code P2238: O2 sensor positive current control circuit low bank 1 sensor 1 is stored.

This all started after I had removed the battery for at least an hour a few months ago to do some work. This code never came up before the battery was removed.

Car also feels slightly sluggish now.

Could this be the sensor has gone bad due to not having power?

please advise, thank you.

It doesn't go bad from having the battery disconnected.  Whatever else you said you did, you may have disturbed the electrical connection.  Check the fittings for tightness and corrosion and make sure there are no bare wires or grounded wires.. Check this -
