Poor power steering performance

My power steering on a 2006 Sentra doesn't work well when the car first starts and it's worse in the cold. It has slowly gotten worse over a 10 year period by being hard to turn for progressively longer time. 4 or 5 seconds of trouble, 10 years ago, now it has to drive a quarter of a mile or so (1-2 minutes). I just tried to drain the old fluid and put in new. It's no better. It is also worse in the cold of winter and better in the summer. It's a slight annoyance as it's perfectly fine after a couple of minutes. What is causing this?

Well generally a gunked up system will do that. You may need to have the system professionally flushed out. But you could also have a weak pump that just has to warm up to build up the $1,500 PSI of pressure. And if you do get it flushed out, my advice is to then put in full synthetic power steering fluid. It works much better
