First of all I truly admire you and have learned alot from you.
I have an 02 Silverado 1500 5.3 2X4. When, I bought the truck the PS fluid was a little low. So, I bought a Prestone German vehicle synthetic fluid (what was available) and topped it up. This is green while the one inside was yellowish clear. However, the PS was whining a little at startup and the fluid smelled a very little burned.
So, after 8k miles I bleeded the system ( I was a little aggressive with bleeding) and filled it up with 2 quarts of Lubegard synthetic fluid. After so I hear a different whining lower in sound but more steady. Th problem is I filled it perfectly to the cold line. However, when the vehicle is hot and I check; it is exactly the same level. Meaning, measuring hot indicates low fluid while measuring cold indicates perfect level. I have checked several times both hot & cold and it is the same.
What do you advice ?

On a 21yo vehicle the whining is probably a worn out pump. Not much you can do other than baby it.
The hot level means the power steering fluid is hot, not the vehicle. I guess you would have to do some slalom racing or something. I wouldn't worry about it too much.
I see. It has 120k miles though but it makes sense.
Thanks for the clarification didn't know that. Probably the fluid itself wasn't hot then.
