Would there be a way to maintain the Cat so it doesn’t get clogged or dirty for a CA state smog test ?

Well if the valve seals are shot it will suck oil and it will carbon up the Cadillac converter eventually. You could try using stuff in the gas tank like cat a clean a commercial cleaner but if it is burning oil it will eventually clog up the cat
