Hi Scotty,
My dad got a brand new 2022 toyota corolla cross from capitol toyota in san jose california. They told him that it didnt come with alarms and made it unclear that it was a option rather than a necessity to purchase more anti theft systems. Total they charged him around a extra 1k and now their telling us that is non cancellable because they have to order parts etc. our dad doesnt speak great english so is there anything we can do or are we straight outta luck?
Did you read the paper work?
If it's in it - it's on you, you should read what you sign.
If it's not - it's not your issue and you have no obligation.

Read the paper work, see what it has to offer.
Look it's a dealership, they whole business is making people mad but not mad enough to cause them issues,
Cause them such issues, make a fuss, DEMAND a refund, make HQ answer you ASAP - you have to use power.
Call up the Toyota headquarter and file a complaint.
You're lucky that all they scammed you for was $1000 over the price of a new car, a lot of dealerships are doing much worse. I'd write to your state attorney general's office with a cc sent to the dealership owner.
If they installed some kind of aftermarket alarm system I'd be concerned about how badly they butchered the car's electrical system to install it.
