I'm looking to buy a 2014 Scion tc with 37,000 miles. It has a rebuilt title and the dealer is asking for 7 grand. Accorsing to the dealer it was in a front fender accident. What should I do?

Do not deal with a title like that. It makes the vehicle worth less. Runaway.
