Should timing belt be changed if it is old yet looks new with only 42000 miles on it?

2008 hyundai accent with 42,000 miles, looks new, parents car, should all belts (timing, etc.) be changed due to age or just inspected?

Just because a rubber belt looks good on the outside doesn't mean it's good on the inside. I'd certainly change out 13-year-old belts as a precautionary measure. Check pulleys and tensioners as well.

The owners manual says to inspect at 30,000 miles and to replace at 60,000 miles or 48 months under normal conditions

 

If your driving habits fall under one of the following,

   B - Extensive engine idling or low speed driving for long distances
   C - Driving on rough, dusty, muddy, unpaved, graveled or salt- spread roads
   D - Driving in areas using salt or other corrosive materials or in very cold
   weather
   E - Driving in sandy areas
   F - Driving in heavy traffic area over 90°F (32°C)
   G - Driving on uphill, downhill, or mountain road

 

then change the timing belt every 37,500 miles or 48 months.
