Hi, I have a Toyota Hilux 1998 4x4 with a 3rz-fe engine. It has 268000 km on the odometer. I have noticed this for a while but wanted to make sure it isn’t serious…
Under my engine is a build up of some sort, it looks moist but it could be from the heat of the engine making it appear that way. Does anybody know what the build up is?

You have an oil leak for sure looks like it’s leaking enough to build up and collect dirt but not heavy enough to be drip forming. You could wash it down with some degreaser and monitor to see where it’s coming from. Otherwise just keep an eye on the oil level

Looks like a minor oil leak that attracts crud over time. Tighten up those oil pan bolts to see if they're loose.
