My father has a 2008 Toyota Corolla Verso around 140.000 km with manual transmission. When he first starts car or turns steering wheel after start and even while driving some humming/rattling sound comes under or near steering wheel for a brief time. It sounds more like electronical than mechanical. I have looked it up for similar problems but most of the problems were mechanical and sounded like it. Any ideas? By the way car has start/stop button.

Meanwhile, check your cabin air filter & blower motor for any stuck dirt/debris.

In this sound file, car is stationary, cold started, and steering wheel isn't moving yet. It was a video my father took but he mistakenly opened front camera so I converted into sound file. If still necessary I will take a video. Thank you.
No need for the video. It sounds AC filter/blower motor related. Start with checking the filter -
