While driving the following happens intermittently, the "battery" indicator, red light, lights up
and the speedometer arrow dips to 0mph then immediately recovers and the red battery light turns off.
Immediately went to AutoZone to test battery and alternator.
Battery and Alternator passed and the AutoZone tester showed battery and alternator passed and charging system as OK.
However, the STARTER failed the AutoZone tester.
Test results showed, my starter failed due to not enough minimum amps.
There are sometimes I can't turn the ignition cylinder all the to the off position, and have to make sure that the column shifter is all the way in the park position,
before I can turn the ignition switch all the way to the off position.
Any thoughts...?

Are battery terminals connected tightly? Is the wiring ok? Is everything connected properly?

It is old vehicle. I would live with it as long as the ignition switch still functions otherwise. It looks like a safety feature.
