Hello,
2019 Subaru Outback 2.5.
The washer for transmission drain plug is the same as the gasket for engine oil drain plug : part number 803916010
As per the Factory Service Manual, torque is different for the two applications.
Engine 30.8 ft/lb
Transmission 22.9 ft/lb
Is this ok for same washer to have such different tightening torque when used for engine drain plug vs CVT drain plug ?

Yes that's perfectly fine. They have different cases. That's why they have different torque specification
