Should I install a catalytic converter

Hello Scotty!!!!!!

I've been working on a project. I have purchased a junked 1995 Toyota celica. We are replacing the engine with a used engine. However, when we were working underneath the car, we noticed that the catalytic converter had been taken out and the exhaust straight piped. Our concern is if this will cause the ECU to malfunction given that it is a 1995 model year, and that there are oxygen sensors before and after the cat. Should we get a new cat? We live in FLA with no emissions inspections.

Other than legality, it will not cause any problems other than increased emissions. If it has a downstream O2 sensor you'd get a check engine light and a code for catalyst inefficiency. (Most 1995 vehicles would not have that since OBD2 was not fully implemented until 1996.)
