2008 Honda Accord, 60k miles, 2.4L auto, new off the lot.
I had the vehicle serviced at the dealership every 3000 miles, not once did they mention the oil burning issue with this engine.
Is that considered dishonesty?
No. It would have been pretty hard for them to disclose an issue if they didn't know about it at the time.

They put out a letter in 2015 and sent it 2008 - 2011 owners asking them to bring in the car for service/repair. That's normal IMO. It is not a safety concern, so it likely won't get a recall. They found out they had an issue and notified owners to have it repaired. Essentially, they did their own recall. Seems ok to me. My 2020 was in the batch of Accords that MAY have gotten a bad fuel pump. I checked my VIN and my car was not on the list. Do I feel they were dishonest? No. Because I can guarantee you when they assembled it, the guys didn't put knowingly bad fuel pumps into the vehicles, as GM did with their ignition switches or Ford did with their transmissions. Now THAT is being dishonest.
OK, … question first: Does your Honda experiencing an oil burning issue? This is important! If yes, and your dealer noticed that at some point, … I say, your Honda dealer should have inform you of that, the moment they observed so. It’s called diligence. To enforce this point, I speculate that they would inform you, promptly, that, for example, your front brake pads need servicing because they are at their wear limit. Yes?
If, however, your Honda operates and delivers service as it should - and you are a happy customer, and there are no anomalies with your Honda, … why should they inform you that, … say, Harry’s, … same Honda as yours, is having an oil burning question?
You answer above, … and just perhaps, the answer to your question will become bit more clear. fwiw.

I don't know if your particular engine is one of the ones made with the suspect rings, you can check with Honda. Of course, yours is now out of the extended warranty period. If it's not burning oil, it's a moot point. I guess the dealerships rely on Honda corporate to notify owners of issues like this and the service departments bring it up if the problem is actually encountered. Probably a good idea to ask if there are any new TSBs or recalls when you go for service, or check online. FWIW, I know someone who had his rings replaced for free under this warranty. He now has about 225K on the car, daily driver. Good luck.
it does burn oil, something that you would not expect from Honda, but it appears they are capable of manufacturing a crap car like all the others, the letter admits to making a car that would last only 125,000 miles and that is funny

i think that i have the smoking gun, they switched my car to high mileage oil without asking
so i asked them why and he would not give an answer
full service yesterday, asked to top off ATF because it was a little low, asked about burning oil
honda service tech stated that burning oil is "normal" , didnt see that in the brochure lol
offered $1000 worth of maintenance that was completed recently at another dealership and not due (dishonesty)
ATF still low, will do it myself
