Water Leak Inside and Onto Floorboards

Dear Scotty,
Hope your doing well...
Somehow somewhere there is water getting inside the drivers side floorboards. Between the cowl down to where the water exits the car at the mudflap. Had the windshield pulled sanded around the entire windshield, repainted with rust proof sealer paint and new seal and new sealer material.
Looking for suggestions on "How To" track something like this down. It would seem there is a hole somewhere between the cowl drain hole to the mudflap. I've considered threading a piece of flexible plastic tubing from the top of the cowl hole down to the mudflap. So, if there was some water seeping in along that pathway it would be eliminated. Not sure pulling the fender would prove useful!? If this continues I will have to replace the floorboards as well as there is rust forming and weakening the metals.
Thank you in advance for your expertise and suggestions.
Sincerely, Raphael
😉

sunroof?
does it get wet when it rains? When you use AC?

Thank You!
1990 VW Fox wagon.
Right now the Cowl hole is plugged and collects water which should be draining out at the mudflap. If i unplug the drain hole water will get into and onto the Floorboards (metal) causing the carpets to get wet and has caused some rust and weakening the metal under the carpet. The leak as I said is somewhere between the the cowl and where it should drain at the mudflap.

floorboards? Your car has a wooden floor?

In case you meant carpet, pull it up. Remove all the trim and kick panels. Douse the car with a garden hose and use your eyeballs to see where it's coming in.

Boards are cut from wood. It's called a floor pan. Like I said, lift the carpet.
Find out where the cowl drain is leaking and plug it. You could try a smoke machine. Or compressed air. Or just try putting your fan on full , spraying some soapy water, and look for bubbles.

Okay! Got it...
Thank you for that good information.
If you looked at this issue on VW Vortex Forums you'd see this often is not solved totally especially in areas where there are torrential rain fall amounts.

If all else fails,

attach a hose to the drain and route the water away and outside the car.

You can see by removing the fender it really doesn't do any good in finding and fixing a water leak as the Cowl drain hole is on the inside of the fender.
