Wife's Kia makes a whistling noise on startup and when at idle after coming to a stop. Mechanic thought it was belt tensioner (it is coming from that area of the enging bay). We replaced it but noise is still there. The noise occurs occasionally. It started off occuring on startup and progressed to occuring at idle after some drivong. Definitely sounds like a whistle rather than squeak or squeal. I thought maybe a vacuum leak and father in law thinks power steering pump is going but she says steering has been fine. No codes on my cheap scan tool.

Does this sound get stronger when you turned the wheels all the way on one side?

It may be the water pump, which is on its way out. Does the sound increase with a change in rpm?
