Would it be worth it to buy a 1983 gmc s15 with a carburetor problem for 1000$

Providing the frame is good and not rotted out, it could be a nice fixer-upper. I bought my '79 Pontiac for $750. I throughly checked the car's undercarriage because it's been sitting outside for years. It checked out. The Catalina hadn't been running for 5 years. Don't rely on it or a daily driver, though, that car is 41 years old. You will constantly chase your tail, especially if you're not mechanically inclined.

You can always either rebuild the carburetor or purchase a new one.

Welcome new member.  I agree with @justin-shepherd that you need to know what else might be wrong with it.  If you don’t feel comfortable inspecting it yourself, then hire it done.  But, yes, if it otherwise passes inspection then that is a really good price.

Carb rebuilds are a medium difficulty DIY project.  You can also send it out to be rebuilt (just be careful who you send it to); not a cheap service, but usually worth it.  For the rest of the truck, DIY repairs are pretty easy and parts are cheap.

If the truck is otherwise OK, for a thousand dollars + a carburetor rebuild you could flip it and come out ahead.  Or keep it; I also agree that you probably don’t want to depend on it for your regular transportation, but it’s always handy to have a little truck around.
