Mechanic says there is a small oil leak, doesn't show up on my garage floor. Burns about 1 quart of oil every 3000 miles. Also, sometime a puff of blue smoke on start up. Are there any oil additives that could help seal the leak and may help with oil consumption.

No. Find the source of the leak. If it's a main seal "AT-205 Reseal" might help temporarily. However the only way to actually fix an oil leak is to replace the leaking seal or gasket. A puff of blue smoke at startup is likely due to be deteriorated nearly quarter-century old valve stem seals.
Your oil consumption is not bad, especially for an old engine with very high miles. Many new cars burn more than that and manufacturers typically consider consuming a quart every 1000 miles to be "normal" for warranty purposes.
