I just looked at a 1995 Ford Probe GT (V6 manual) with 150,000 miles on it. The car doesn’t run and has been sitting for 10 years. When I push in the clutch pedal it feels rough and does not return to normal position. before I make an offer I want to know what causes the problem and how much does it usually cost to fix?

With a 27-year-old car that's been sitting for 10 years you can bet that all the hydraulics are shot and will need to be replaced. Rubber fuel lines and brake lines are probably shot and the engine and transmission seals are likely to leak. It's even possible the engine is seized up internally, aside from whatever problems caused it to sit for 10 years in the first place.

Unless it's being given away and you're willing and able to essentially overhaul the entire car I'd pass.
