I have a 1996 Mustang V8 which wont start. It has 48,000 miles and has not been driven in 3 years. The motor cranks over good but doesn't start. If I pump the gas peddle, I can smell gas in the car. I have a good Autel Maxi MD 806 Pro scanner but can't find a place to plug it in. What should I check to evaluate this problem?

Your OBDll Data Port is just in front of the seam in the plastic on the side of the console, where the carpet meets the plastic. You'll may have to pull the carpet down a little to get to it
Test the fuel pump to see if gas is being sent to the engine. You said it cranks but it smells like gas coming from the exhaust. You might have a bad fuel pump. Just hope that it's the fuel pump.
If it's been sitting for 3 years, I hope you drained the old fuel and put in fresh gas. That alone can be your issue.
Also, check the fuel filter and pump.
