Hello, I'm helping my neighbor with his 7.3 that was stolen it was broken into on the driver door, door handle was replaced, new key and fobs, lock cylinder on steering column replaced, but now the door is locked from the outside and only opens from the inside, actuator still goes up and down on the door, any help is greatly appreciated.

You need to get inside the door to check the lock linkage.
