Hey Scotty I have a 2004 buick park avenue with 185,000 miles on it...it steers like a dream going down the road but if I go to turn in a parking space its like the steering wheel freezes up...like im shaking all over to turn it...and if I go to back up to turn steering wheel its almost impossible...but down the road no problem....belts not slipping or no whinning noise at all...is this the rack or pump....and how would I tell
I have seen issues with this condition in the past. I would start by checking the strength of the belt tensioner. When in a bind and extra effort is required for steering the belt may slip without sound. Not necessarily less expensive then replacing the pump but I would want to check it first.

What is best way to tell if tensioner may need replaced
Check the tension on the belt. To do so, push on the belt in the middle of its longest span between two pullies. If it seems easy to move then put a wrench on the tensioner and take off the slack for the belt. It should be somewhat difficult. If the tensioner is stuck in one position as you attempt to take out the slack, replace it. If it is easily moved with the wrench, replace it. With this many miles, it is a normal maintenance item. It includes replacement of coolant elbows and the entire bracket the tensioner rides on. Kind of an involved project. Remember, its just nuts and bolts. Determine if the tensioner is week to find remedy for your steering condition.
