When running my AC in stop and go traffic on a hot day, my 2005 Acrua TSX temp gauge will hit the mid mark (sometimes higher) on the thermostat and struggle to cool down. This results in lack of power and power cooling. If running highway speeds it doesn't overheat. Turning the A/C off seams to open the thermostat and will cool it back down to the quarter mark. My condenser fins do appear to be bent and probably should be replaced and my radiator and overflow tank are full and normal levels. This car has two fans and I did notice that the passenger side fan was running but the drivers side was not. My question is should both fans always be running in tandem or should the driver side fan kick in separately as the engine gets warmer?

When the AC is running both fans need to be on. At least that's the way every car I've worked with is set up.
Of course that car is 20 years old and there are many things that can cause overheating but start with that fan since it is visibly not working.
