Recently got a 93 Camry with a standard transmission. Passed my inspection but on the ride home it started to have an idling issue where it would oscillate between 700-1000. I cleaned the IAC which helped it but the idle still varied by 50 rpm cyclically. I noted the throttle vacuum line had been “deleted” so I replaced the line and adjusted the screw that depresses the throttle diaphragm. Turned the car back on and it had a 600 rpm variation at idle. Is there a way to fix this by adjusting the throttle diaphragm back or is there another underlying issue?

Well it sounds to me like you got a vacuum like somewhere they can be hard to find. You can have a vacuum link on the intake manifold or any of the various vacuum switching valves at Toyotas have so check for vacuum leak first
