A wits End, 2 stuck bolts

I have a 99 4x4 F150 with only about 50000 miles, but I had a brake line leak and paid a professional mechanic to fix it, pissed to find he literally hand bend(no tools) and secured it with plastic tyraps. So when a front line rotted out I refused to take it to a professional again, so I parked the vehicle for several years in my driveway outside, intending to do myself, but never did until now. Bought pre bent lines and struggled to get correct ones and various other problems but completed that. Bought new battery, but when I tried to start it, locked up tight, assumed engine siezed so I only removed 6 of 8 spark plugs due to the problem removing the fuel rail 8mm bolts.

Broke off one bolt in front of engine and got the other front to turn, But the two back bolts I have tried everything and I don't want to break off due to then not being able to access for removal if they break off. I tried kroil soaking for weeks, heat and rapid cool downs, heat and bees wax, impact hammer to shock the rust loose, heat and application of Fluid Film, use of regular impact wrench and many swivels to access, and now bought a smaller 3/8"  impacting  harbor freight air ratchet wrench with 70 ft/lbs torque, hoping the impacting action would free it up,still no success, HELP!!!

Also found that after removing 6 spark plugs and soaking piston with Evapo Rust and then its removal, and then the subsequent filling of these cylinders with Marvel mystery oil, All totally unnecessary, Engine wasn't siezed, after removing fan belt, found that AC clutch was siezed and the Alternator was siezed, replaced them and engine turns now.

Really wanted to do a complete job of replacing coils and spark plugs, but I cannot get the other two plugs out without removing the Fuel rail, and that is stopped by the 2) 8mm bolts
