Front tires of my car are bad. Pep boy guy recommended to replace them. He showed me the measurement that they are in orange zone (still not in red). I have to sell my car in another 4-5 months. So, thinking to rotate them with rear tires. Will that help? or should I only rotate 1 front tire with rear tire in order to keep a balance because if I put both bad tires on rear, it might cause a fishtail while driving in rain.

Exactly how bad are the tires? How old are they? What is the actual tread depth? You'll have a hard time selling the car in 4-5 months if it's been smashed up in an accident due to bad tires.

How much to put into a car when you know you’re going to sell it is always a tricky question. @yaser hits the nail that it depends on what kind of car it is.
If it’s an older , front drive car, then sure, rotate back to front (assuming as you say tread depth is within legal specs) and limp it along until you sell it. If it’s an older rear drive car, the best thing might be to put on 4 cheap new tires (or scan Craig’s List and FB Marketplace and EBay to see if you can find some used “take-offs”)
If it is a newer or more expensive car, then just bite the bullet and get good tires on it. You won’t get your money back for the cost of the tires, but buyers will expect that the tires be in good shape.
Also depends where you are. Winter is coming. If you live somewhere with snow, get adequate tires on front and back.
