When I put my foot on brake when I start to slow down 2005 Tahoe like bucks like grabs it’s not smooth to a stop. Not sure what parts are causing it? I got new rotors and it was bled not sure what’s going on 3 time going back to shop.
Scotty your fun to watch!!

Have those nearly 20-year-old calipers (if original) been checked for sticking/binding?

do people get defective rotors from suppliers?

Yes, it is not unusual for new parts to be defective. If the problem started after the rotors were installed they would be the prime suspect unless maybe the shop failed to properly lube the caliper sliding surfaces. (The most common defect in rotors is warpage and you'd feel that as a pulsation in the brake pedal.)

There is no noises from the brakes just the feeling of hanging up jolting not a smooth stopping the rotors are suppose to be new and brakes pads just do not understand why it’s so weird feeling.

No I think they are original my concern also is if they put defective rotors on my Tahoe is that possible because it’s been doing it ever since the supposedly new rotors put on. I mean do people get defective rotors from suppliers?

The steering wheel is shaking too when I slow down it never did that before the brake work.

Sounds like front rotors are the likely culprit. They can be checked for excessive runout with a dial indicator.
