What problems mechanical and legal would happen if I put a regular catalytic converter on my California emissions 2002 Toyota Camry?

In California, you need to have a CARB approved catalyst installed on the vehicle for inspection. Or you can install another OEM one. If it's not CARB approved or OEM, you will fail the smog test. Legally and morally, it is very important (remember it's FEDERAL LAW). Mechanically, it's not going to damage anything.

Mechanically, not much. Legally, it might not pass smog. Most modern cars need a special CARB stamp on the cat to pass. No special CARB stamp, it will not pass.
