Car cranks but gas won't flow

Hey Scotty, so I'm fixing my brother-in-law 1991 Honda Civic DX, everything works fine but when i try to start the car, gasoline won't flow to the engine carburetor what is the main reason of this issue?

Fuel pump not working, or a clogged filter.
