My wife's 2006 Toyota Corolla (172k miles) ac takes a long time to blow cold air. When it does get cold it feels like it should be colder then it is. The fan is working, the condenser is working and the refridgerant pressure is over 30 on the low side and over 200 on the high side at about 100°f at sunset. Is this normal or does it need servicing.

Sounds like you're low on R-134a, at 100 F ambient temperature, the pressure should be closer to 50 PSI on the low side and around 315 PSI on the high side. Add R-134a until it gets into that range with your manifold gauges, and make sure you purge air from the gauge set's lines before adding it.
