I got a 1988 Chevy Van G20 6.2 diesel. When I brake, the rear wheels lock up before the front. I took the tension completely off and it still does it. Is there a brake pressure regulator somewhere?

It's called a proportioning valve.
Drum brakes are self actuating though, so you should check to make sure all your drum brake hardware is working properly. If it's all rusty in there then consider getting a kit and replacing it. A 34yo van is also likely to have rotted brake lines. This is how these old dinosaurs become money pits.
They are a bit worn, but not totally rusty. Brake lines are in good shape, not leaking, not rotting or anything.

Your parking brake, sometimes called the emergency brake, activates/moves the rear drum shoes bypassing the hydralic system so you can try and stop should the main brake system fail. Sometimes the parking brake cable can rust or freeze and not return to the released position locking the shoes against the drum. I recommend inspecting the parking brake mechanism cable and related components for binding or seizing.
The wheels move very freely, even if I use parking brake multiple times. Problem is that the rear brakes are much stronger than front, although I did change all front brake cylinders, pads and discs. Maybe there's still air in there, causing rear brakes to work better?
