Unfortunately for buyers, even once the chips are available, GM will not be able to retrofit the engines with the missing fuel management module. So the decrease in mileage, to about 16 miles per gallon from 17, will be permanent."

Wait, so the trucks are not going to have cylinder deactivation like @daywalker said, which drops fuel mileage by 1mpg, but the chips give a 1mpg increase??? So a net fuel economy increase of nothing?

The AFM/DFM hardware (cams/lifters) is still intact but since the software won’t be able to deactivate the cylinders you lose 1 mpg. That’s all. If you want that 1 mpg back, you would need the module which is an electronic module with circuits inside (and a chip which is like the brains of that module).
