Checking my Coolant Temp Sensor (on driver's side of engine) of 1995 Toyota Avalon, I checked the amt. of voltage coming through the hot wire. It measures over 11 volts. Shouldn't it be in the 5 volt range? Could this condition indicate a bad relay?
yes it should be 5V directly from PCM, but you might wanna double check some wiring diagrams
Some of those old Toyotas had 2 temp sensors.
One was for the gauge. It used 12 volts.
The other was for the PCM. It used 5 volts.
If relay to this circuit is bad, would full batt. voltage pass through to sensor connector?
no
You gotta go with repair manual or AllData to know for sure. Or call dealer and ask. Some sensors use 5v, some use 12. Not always one or the other.
