You should be able to hear your fuel pump running for a couple of seconds when you turn the key to ON.

If you don't, check your fuses EFI main fuse and IGN fuse and your Main Relay.

Still no fuel pump? Follow the instructions in this link.

Do the starting fluid test to confirm you're dealing with a No Fuel issue.

If it starts do the next test.  Jumping terminals B+ (Battery Voltage) and FP (Fuel Pump) on the data link connector and see if you hear the fuel pump running. [KEY ON]

(the instructions don't mention it but you should use a test light to make sure there's power at the B+ terminal first [Key On]. If there isn't then start rechecking fuses).

If you don't hear the fuel pump running for a couple of seconds when you turn the key to ON, but you hear the fuel pump running when you jump B+ and FP [KEY ON] AND you've checked your fuses and the Main & EFI relays then it's time to check the Circuit Opening Relay (COR) behind the glove box.

Remove the glove box and look toward the front of the car and up. There's 3 relays hanging down and the center one is the COR.

So it's a Camry and Toyota used these things for years on all of their models. Plenty of information on the internet on how to test them and their socket.

It's an expensive relay. $75+ so you want to test it and its socket before you just go replacing it.

So what's a Circuit Opening Relay?

Well, since you asked,

Its purpose is similar to an Inertia Switch in a fuel pump circuit. The inertia switched opens on an impact and shuts down the fuel pump.

The COR uses Key ON/START and sensor input (RPM) from the distributor or crank sensor via the ECU to "energize/de-energize" the relay. If voltage signals show the key is ON but the engine has stalled, it cuts power to the fuel pump.

The circuit looks like this:

The COR (relay) looks like this:

So KEY ON, Battery voltage to B

KEY START, Battery voltage to STA

E1 is Ground

FC is ECU provided Ground for a couple of seconds with KEY ON and when engine rpms reach >400 rpms +

FP  goes to the fuel pump.

So what can you do with this the easy way?

Do the same thing you did at the data link connector.

Key ON check for power at "B". If you have it then jump relay socket terminal "B" and relay socket terminal "FP".

If the fuel pump runs, it's a pretty safe bet the COR (relay) is fried.

What should I do if my car isn’t getting fuel to fuel filter and there is no power at the fuel pump in a 1995 Toyota Camry 2.2 liter 4 cylinder

Check the fuse and the relay.

Do you know where they would be in a 1995 Toyota Camry 2.2 liter 4 cylinder

It's inside the fuel tank.  Ir there is no access door, the tank has to be drained and removed from the car to replace it.

Weather realize for the fuel pump stuff are all under the main fuse and relay box under the hood check that. But I've never ever seen one go bad on a Toyota generally it's an ignition switch problem or a wiring problem power or ground going to the pump
