Intermittent but stays on more often now and for longer. Had new brakes put in parking brake was "good" from what mechanic that did the brakes (pads and rotors) took it back in when it happened again after getting brakes done again and couldn't find anything loose or unplugged. Any thoughts?

Time to find a better mechanic who actually knows what they're doing.
The video is sideways. Also you left out a few things:

Sorry I hadn't added before, 2017 Toyota Highlander Limited, mileage is in the video but almost 200,000 KM NOT MILES and only came withautomatic transmission. No OBD2 codes now, but before I got the brakes done by a mechanic it had a history (not active) code for right rear speed sensor (was replaced with the brakes, why I got a mechanic to do the brakes, sensor was OEM with Toyota part#)
If it's not something simple like a hinky wheel sensor you're going to need a high-end bidirectional scan tool to test and diagnose those systems.
It needs a professional diagnostic scan.
