Engine surge @ highway speeds

2018 Ford Fusion 2.5 liter 103000

Wife's car surging at highway speeds, passing or merging on highway.  No codes present.. I did replace  plugs and drained and filled trans since of mileage of car. Looked on forums on Facebook  and said could be a purge valve. I did ask wife if she overfills gas tank, and she does! I told her to stop doing that. Since no codes, am I looking at a purge valve? I have an ALLDIAG scanner, not sure what to look for. Any help would be appreciated.

Well, if the purge valve is sticking open it could do that. But more often it's something like a clogged fuel filter a week fuel pump or just worn out spark plugs or a clogged air filter. Pay. It's not more complex like a transmission problem which will also do that
