I found a Kia Rio 2009 166,000km manual
And mitshubi lancer 2009 207,000km manual
What would you say about getting of these vehicles?

Neither are particularly great but all else being equal the Mitsubishi is probably the best of those two. Of course you're talking about 16-year-old cars so you need a good mechanic to evaluate condition before purchase.
