Should I opt for him to give me his car or should I spend my budget of $15k and look for a used car (the one I was looking at and was willing to buy got sold).

He's trying to help you accept the deal. If you have bad or no credit and walk into a dealership they will try to get you with every trick in the book. They will sell you a car with a 20% interest rate and expect it to be repoed within 6 months.
Accept the help and offer informed opinions on what car to buy.
